Minimum Qualifications Current New York State employee with one year of permanent or contingent permanent service as a Secretary 2, SG-15; OR one year of permanent or contingent permanent service in a position allocated to a Grade 13 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Preferred Qualifications:
Experience in organization of tracking and scheduling, coordinating sensitive assignments, strong interpersonal and communication skills, both written and oral; data analysis skills; demonstrated working knowledge of fiscal spending controls and State business operations.

Duties Description The Secretary 2 works with a large amount of independence and discretion in decision-making and is expected to show a strong capability to make appropriate determinations regarding situations of a scope and/or complexity that require higher-level review and approval. These activities require extensive verbal and written communications with all levels of staff within the agency, as well as frequent verbal and written contacts with various external entities and individuals including representatives of other Federal, State and local government agencies, elected officials and their representatives, advocacy organizations, and the general public. The incumbent is expected to show keen judgment and creativity in resolving emergent issues, often without clear guidelines and/or solutions. The incumbent is expected to maintain a high level of professionalism in a fast-paced, detail-oriented and sometimes adversarial environment. The incumbent will oversee some aspects of the Bureau including providing support to the Bureau Director in the areas of communication, coordination, organization and records maintenance. Examples of duties include the formatting and preparation of documentation, correspondence, reports and other materials; assisting and supporting staff with scheduling, coordinating assignments; ensuring adequate office coverage; maintaining office equipment and inventories; document reproduction and retention, including filing; telephone coverage; implementing policies and procedures to ensure efficient flow of information; scheduling large and small meetings; calendaring for the Bureau Director and other staff; seeking out information in response to requests for information; and prioritizing work assignments and articulating those priorities to staff at all levels within the Division. The incumbent must be able to work independently, exercise sound professional judgment and have excellent management, administration and communication skills.
