Minimum Qualifications For Permanent Appointment:
Candidate must be reachable on the current Civil Service eligible list for this title OR be a current New York State employee eligible for transfer under Section 70.1 of the Civil Service Law, with one year of permanent competitive service in the qualifying title.
For Provisional Appointment:
In the event that there is not a valid eligible list, candidates who meet the following qualifications may be qualified for a provisional appointment:
Must be a qualified employee of the New York State Department of Health, Office for People With Developmental Disabilities, Office of Mental Health, or the Office of Alcoholism and Substance Abuse Services, and have had three months of permanent competitive of 55-b/55-c service as a Senior Health Care Fiscal Analyst, OR six months of permanent competitive or 55-b/55-c service as a Health Care Fiscal Analyst Trainee 2.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Preferred Qualifications:
Understanding of Consolidated Fiscal Reports (CFR) and CFR Manual;
A working knowledge of generally-accepted accounting principles;
A knowledge of current rate reimbursement structures and organizational direction as it relates to changes affecting the CFR;
Proficiency in Excel, Access, and Word.
Duties Description POSITION DESCRIPTION:
The position of an Associate Health Care Fiscal Analyst is required within the Self-Determination and Consolidated Fiscal Reports (CFR) Unit, which is responsible for the review and monitoring of budgets for individuals who have requested self-determination funding. Additionally, the unit oversees the development, collection and desk audit review of CFR documents and is in charge of the dissemination of information reported on the CFR. The CFR is the primary cost-reporting document for four state agencies, including OPWDD.
PRIMARY DUTIES AND RESPONSIBILITIES:
As an Associate Health Care Fiscal Analyst the responsibilities of the incumbent may include, but are not limited to the following:
• Perform desk audits of Consolidated Fiscal Reports (CFRs) submitted by voluntary service providers;
• Participate in Consolidated Fiscal Report System (CFRS) software testing;
• Assist the CFR Interagency Training Subcommittee with CFR training preparation as well as participate as a presenter in semi-annual CFR training of voluntary service providers;
• Assist the CFR Interagency Rewrite Subcommittee with semi-annual CFR manual rewrites;
• Participate in CFR Interagency Accounting Subcommittee;
• Assist Fiscal Reporting and Data Analysis staff with maintenance of software established for CFR unit staff;
• Supervise and train subordinate staff.
