Duties Description The Office of the Attorney General (OAG) is seeking an Information Technology Specialist 4 (DB) to work within the Application Development section. The incumbent will be responsible for the design, maintenance and support of the customization of our public and internal databases and websites. Under the supervision of a Manager of Information Technology Services 1, the incumbent of this position will work with significant independence.

DUTIES:

• Design, build and maintain the OAG's custom internal and external Java applications.
• Develop and maintain applications and modules in Java, HTML and PL/SQL in an Oracle environment using tools such as JDeveloper and Toad.
• Perform Project Management duties including creating business cases, project plans, scope documents, project schedules and summary reports.
• Create the graphical look and feel of the websites. Design cascading style sheets to be used by other team members as templates. Develop user interfaces that conform to NYS Accessibility standards.
• Develop or assist in the development of logical data models, defining data entities, data attributes and logical data groups and relationships using data modeling tools.
• Develop and implement test plans for new systems which ensure that they are implemented expeditiously with minimal risk to their design intent and environments. Test peer and own code and prepare migration deployments.
• Respond to help desk calls and work with end-users to troubleshoot performance, data and training issues. Recommend and implement solutions based on feedback. Document all help calls and requested enhancements.
• Troubleshoot and perform root cause analysis on application and server to diagnose issues.
• Create user documentation to support applications and train end users in custom applications.
• Supervision and delegation of tasks to ITS-3 staff as well as contracted consultants may be required.

• Experience gathering business requirements from end users to assess need and incorporate requests into database and system design.?
• Experience developing and deploying web-based applications.
• Practical experience supporting end-users in a production application. Strong problem solving and analytical skills.
• Experience with root cause analysis.
• Focus for quality, with attention to detail and the ability to meet strict deadlines.
• Strong communication and customer service skills.
• Experience working independently, but also as part of a team.
