Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 1 OR be reachable on the appropriate Civil Service eligible list or a NYS employee eligible for transfer under Section 70.1 of the Civil Service Law.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 2.

For appointment to Education Credentials Specialist Trainee 1, candidates must be reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) list, Professional Career Opportunities (PCO) list or the Public Management Intern (PMI) list. Appointees from the PATT, PCO or PMI lists must serve a two-year traineeship that leads to the Grade 18 salary level. Candidates appointed from the PCO or PMI will need to submit a copy of Bachelor’s degree diploma or college transcripts.

For appointment to Education Credentials Specialist Trainee 2, candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.

Section §70.4 Transfer – A candidate may be eligible for nomination for Section §70.4 transfer to Education Credentials Specialist Trainee 1 if they have standing on the PCO, PMI or PATT (with bachelor’s degree) eligible lists and are currently a New York State employee in a title allocated to SG-11 or higher.

Duties Description The New York State Education Department’s (NYSED) Office of Higher Education (OHE) is seeking applicants for an Education Credentials Specialist 1 position in the Office of Teaching Initiatives. The duties of this position include, but are not limited to, the following:

• Conduct a thorough, accurate and timely evaluation of teacher certification applications and credentials in accordance with applicable NYS Education Law, Commissioner’s Regulations and teacher certification policy and procedures;
• Conduct a thorough, accurate and timely review of teacher certification transcript evaluations completed by Regional BOCES certification staff to determine the accuracy of the initial evaluation; and
• Communicate effectively and in a timely manner with applicants, other customers (includes colleges, universities, school district staff and BOCES personnel, testing agencies, other state governmental regulatory bodies) and colleagues using a variety of media (telephone, written and electronic correspondence, and face-to-face interaction) to provide information relative to the following:
• Additional documentation required to meet certification requirements;
• Applicable NYS Education Law, Commissioner’s Regulations and office policies and procedures;
• Advise where information can be found on the website; and
• Determine whether applicants meet the minimum requirements for consideration for NYS teacher certification.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval. Candidates will be required to provide proof of degree and transcripts. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $66,494 based on annual performance advances.

The salary listed above applies to candidates appointed to Education Credentials Specialist 1, SG-18. The hiring rate for candidates appointed to Education Credentials Specialist Trainee 1 starts at $39,713, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Credentials Specialist 1 upon successful completion of a two year traineeship.
