Minimum Qualifications Candidate must be reachable on the current Civil Service eligible list for this title OR be eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law, with one year of permanent competitive service in the qualifying title. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Preferred Qualifications:
A comprehensive working knowledge of Microsoft Excel, Access, Crystal Reports, Salient, MDW (Medicaid Data Warehouse), TABS, Oracle Rate Setting and Oracle CFR;
A comprehensive knowledge of eMedNY, the principal payment system for OPWDD funded programs;
An understanding of generally accepted accounting principles;
An understanding of current rate reimbursement structures and organizational direction as it relates to reimbursement;
A knowledge of Consolidated Fiscal Reports (CFR) and the CFR Manual.

Duties Description POSITION DESCRIPTION:

The Principal Health Care Fiscal Analyst will manage the IT Support and Projects Unit which reports directly to the Director and Assistant Director of Fiscal Reporting and Data Analysis. The incumbent will provide support assistance and data analysis of rate setting methodologies, Consolidated Fiscal Reports (CFR) and fiscal reviews.


PRIMARY DUTIES AND RESPONSIBILITIES:

As a Principal Health Care Fiscal Analyst the responsibilities of the incumbent may include, but are not limited to the following:

• Maintain and develop databases; use available data from various sources for detailed analyses and reports; use software programs such as Microsoft Excel and Access and database analysis tools including Crystal Reports, Salient and MDW (Medicaid Data Warehouse);
• Provide support and analysis, and report information specific to rate setting methodology development, refinement and review for programs funded by OPWDD;
• Provide support and analysis, and report information to the Self-Determination and Consolidated Fiscal Report (CFR) Unit;
• Communicate data and statistics with the Fiscal Data Analysis and EO 38 Unit, regarding agencies’ financial statements and CFRs;
• Perform Ad Hoc analysis and reporting according to requested specifications, employing OPWDD database systems such as Oracle Rate Setting, Oracle CFR, TABS, Quality Assurance (QA) and others;
• Create initial rate transmittals to post new fees for specific programs as new providers are approved to provide services;
• Supervise and train subordinate staff.
