Minimum Qualifications Candidate must be reachable on the current Civil Service eligible list for this title OR be eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law, with one year of permanent competitive service in the qualifying title. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Preferred Qualifications:
An in-depth knowledge of Consolidated Fiscal Reports (CFR) and the CFR Manual;
An understanding of generally-accepted accounting principles;
Understanding of current rate reimbursement structures and organizational direction as it relates to changes affecting the CFR.

Duties Description POSITION DESCRIPTION:

The Self-Determination and Consolidated Fiscal Report (CFR) Unit is currently seeking a Principal Health Care Fiscal Analyst. The unit is responsible for the review and monitoring of budgets for individuals who have requested self-determination funding. Additionally, the unit oversees the development, collection and desk audit review of (CFR) documents and disseminates information reported on the CFR. The CFR is the primary provider cost reporting document for four state agencies, including OPWDD.


PRIMARY DUTIES AND RESPONSIBILITIES:

As a Principal Health Care Fiscal Analyst the responsibilities of the incumbent may include, but are not limited to the following:

• Oversee and direct the work of the staff in the Self-Determination and CFR Unit; monitor workloads to ensure even distribution and timely completion of assignments;
• Provide direction and assistance in setting cost-reporting policies and procedures;
• Research and interpret regulations and/or policies and procedures;
• Disseminate information on new and/or revised policies and procedures to all agencies; provide follow-up explanation and interpretation to all agencies, as requested;
• Supervise the semi-annual update of the CFR cost reporting manual; and the semi-annual and monthly updates to the CFR penalty list;
• Supervise the design and preparation of training sessions for voluntary agency staff;
• Develop and monitor enhanced desk-audit procedures;
• Work with the New York State Society of CPAs on enhanced CFR reporting and trainings;
• Coordinate with IT unit staff to ensure cost reporting system (Oracle) is maintained appropriately; and modified appropriately to handle policy changes and newly developed services;
• Act as liaison for CFR Interagency Accounting sub-committee; and liaison for OPWDD Interagency Council; keep supervisors informed of Council work;
• Supervise and train subordinate staff.
