Minimum Qualifications Department of Health employee with permanent or contingent-permanent status as an HPA 1, G-23 OR NYS employee with one year of permanent or contingent-permanent service in a title at or above a grade 21 and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications:
Experience with contract management and/or program development. Knowledge of Medicaid and other public health insurance programs, broad health service delivery models, fiscal, program and deliverables management required. Strong organizational skills; effective communication skills; an ability to adapt and manage multiple contract timeframes and deliverables; ability to track and assess budget expense and work stream impact on policy or program areas.

Duties Description The incumbent will: Develop Request for Proposal (RFP) scope of work in order to contract with vendors needed for the development and management of Delivery System Reform Incentive Program (DSRIP) and other related division programs; coordinate responses to questions from bidders; review vendors’ scopes of work, deliverables, proposed budget modifications, contract amendments, etc. to determine their validity, fiscal and DSRIP programmatic implications; conduct cost evaluations, provide recommendations and draft responses; review all vendor invoices to ensure work submitted for payment is approved and meets standards set by DSRIP management and maintain up to date payment files; work with Fiscal Management Group, Business Services Center to resolve issues with payment; Serve as first point of contact for new vendors and coordinate meetings between vendors and DSRIP staff for any proposed scope of work change or clarification of work covered in each contract and perform other duties related to successful management of DSRIP contracts.
