Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; and Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent, competitive service as a Supervising Computer Operator, G-18.
Duties Description The incumbent will be responsible for analyzing, validating, and managing business functional problems of end-users and stakeholders of the State’s enterprise resource planning (ERP) system. The incumbent will play an integral role throughout the entire Statewide Financial System (SFS) problem resolution life cycle, and will serve as the conduit between the business process user community and the internal SFS teams.
Duties will include, but are not limited to:
• Plan activities to gather and define approaches to understanding and resolving end-user problems;
• Identify and document the corrective action needed and communicate resolution to end user;
• Interface with end-users to ensure that SFS fully understands their problem;
• Establish timetables for completion of resolutions;
• Upon successful resolution of a problem, ensure resolution steps are clearly documented and conduct knowledge transfer activities with appropriate SFS units as needed;
• Create process flows and process models for the as-is business processes or functions as needed;
• Perform configuration changes from end-user requests;
• Develop test plans and assist in the analysis of the results;
• Monitor for any post-implementation issues to ensure that they are resolved in a timely fashion;
• Perform business analysis intelligence activities such as data mining, writing and running SQL queries to extract data to conduct research; and
• Serve as subject matter expert (SME) in SFS PeopleSoft Financials functional area(s).

The Statewide Financial System (SFS) manages the enterprise financial system that supports the business of New York State government. Replacing the Central Accounting System in 2012, SFS is one of the largest public sector enterprise financial systems in the United States responsible for managing approximately 1 million financial transactions each month for more than 70 NYS agencies and authorities.
