Minimum Qualifications This is a transfer opportunity for a current NYS employee who has permanent status as a Principal Accountant.

One year of permanent competitive or 55b/c service in a title SG-25/M-1 and above designated administrative under Section 52.6 of the Civil Service Law*.

Duties Description Under the general supervision of the Director, Financial Administration 3, the Principal Accountant serves as the Head of the Grants and Contract Administration Unit and oversees the fiscal administration activities within the Division of Aging Network Operations for all of New York State Office for the Aging’s (NYSOFA) programs and contracts. The incumbent will direct the accounting and field monitoring activity associated with these programs. The Principal Accountant will supervise both field and office work, assign subordinates, render decisions on difficult accounting and grants administration problems, assist in the development of policies, standards and procedures governing maintenance and review of financial records and supervise the maintenance of accounting and procedure manuals. In addition, the incumbent will participate in special initiatives to meet state and agency priorities and mandates.

SPECIFIC DUTIES: (Include, but are not limited to):

• Supervise the fiscal administration of all grants to Area Agencies on Aging (AAA’s), including: the review and approval of applications for funding, review and approval of claims, the provision of technical assistance to grantee staff, the conduct of periodic field visits to monitor and assess the grantees and the establishment and maintenance of appropriate accounting records to track grant funds.
• Direct the fiscal administration of all aid to localities contracts with local private entities, including: the review of applications, the development of contracts and agreements, the review and approval of claims, the provision of technical assistance and the establishment and maintenance of appropriate accounting records to track the funding for the agreements.
• Direct the programmatic administration of the State Grants-in-Aid.
• Ensure timely fiscal review, approval and processing of grant applications, contracts, claims and voucher payments, financial reporting and the ongoing fiscal monitoring of all NYSOFA programs, including allocation of costs.
• Develop procedures for NYSOFA to disburse grant funds, including issuance of Requests for Proposals and Requests for Applications, review and evaluation of grantee applications and vouchers, preparation of contracts and financial reports and closeout activities for discontinued programs.
• Oversee various other activities related to grant funds received by the state office, including: the preparation of allocation schedules and financial reports as well as the establishment and maintenance of appropriate accounting records.
• Provide ongoing direction and supervision of the Grants and Contract Administration Unit, including: work assignments, review of completed work, provision of training and technical assistance, periodic evaluation of staff, staff development and the review and approval of leave requests and time sheets.
• Provide advice regarding the implementation of new programs, policies and policy changes, development of regulatory standards and the review of proposed regulations. Supervise the development of procedures and forms for use by NYSOFA staff and grantee/contractor staff, including those needed for the administration of grants, as well as internal procedures to assist staff in carrying out their duties.
• Act as liaison with other state and federal agencies, including: the Office of the State Comptroller (OSC), the Division of Budget (DOB), the State Financial System (SFS) and the Administration on Aging (AOA) regarding NYSOFA grant activities.
• Register, attend and become a certified completer of an on-line course for the National Incident Management System (NIMS).
• Represent the Director, Financial Administration 3 during his/her absence.
• Perform other appropriate tasks as assigned.
