Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 4 OR be reachable on the Civil Service eligible list for this title OR be a current NYS employee eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Program Research Specialist 4 in the Office of Information and Reporting Services (IRS). This Office is responsible for the collection and reporting of student and educator data for school districts, public schools, charter schools, and nonpublic schools in New York State. In doing so, the IRS office provides technical assistance and end-user support for a number of online applications, including but not limited to, online documentation, web resources, help desk, and online tools. This Office also implements and monitors the Department’s data collection schedule and reporting calendar for federal and State accountability for P-12 and higher education in New York State and is responsible for coordinating the policies and state supports necessary for the successful integration of educational technology. The incumbent of this position will conduct work and utilize systems critical to ensuring that accurate, valid and reliable data on students and teachers is collected, maintained and reported. Other duties of this position include, but are not limited to, the following:

• Maintain and support data needs of the organization;
• Coordinate the work of the IRS office in the collection, evaluation, and presentation of College and Career Readiness data;
• Plan, design and implement queries and reusable procedures to extract data from a variety of databases and data sources;
• Identify and analyze data sources for client requests, ensure data integrity and establish knowledge of available data;
• Determine variances in data resulting from changes in data collection requirements and templates for incorporating into reports;
• Prepare documentation to advise Local Educational Agencies on data submission errors and best practices;
• Perform quality assurance testing of reports and reporting systems, coordinate pilot testing, and perform troubleshooting on reports as needed;
• Investigate, recommend, and implement industry best practices for metrics, reporting, and data governance;
• Evaluate various program area needs including State and federal policies and regulations, procedures, and objectives;
• Collaborate with stakeholders on a statewide or national level; and
• Supervise and oversee a unit of professional staff who are engaged in activities for the office.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $102,838 based on annual performance advances.
