Minimum Qualifications Permanent Qualifications: Candidates must be reachable on the current Civil Service List or be eligible to transfer. Please include your civil service title, grade, status and indicate how you qualify for the position (i.e. transfer, CS list).
Provisional Qualifications: Candidates must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as a Real Estate Specialist 1, Assistant Right of Way Agent, Land and Claims Adjuster 2, Leasing Agent 1 or Real Property Examiner 2.
Qualifying Experience for Appointment from the Eligible List:
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the Eligible List.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Real Property Services unit provides a full range of real estate services involving voluntary agency programs and sites, and support for related activities involving State-operated programs and facilities.
The Downstate Real Property Office is currently responsible for the 51 counties of New York State represented by the following Regions: Long Island, the five boroughs in NYC and Hudson Valley.
Contract for and review market appraisals of various types of properties, e.g. houses, vacant land, commercial, industrial and multi-family.
• Prepare appraisals and market rent studies on the aforementioned property types.
• Prepare and negotiate lease renewals for voluntary agencies.
• Review leases for both voluntary and state leased space.
• Provide technical assistance to State operations and regional offices in real estate matters, including site search.
• Assist voluntary agencies in the acquisition of currently leased properties.
• Appraise properties for Change of Auspice or transfer from State-owned to ownership by Not-for-Profit Voluntary Provider.
• Maintain databases for all appraisal and rent study projects and for all voluntary agency leases.
• Analyze real estate data in support of OPWDD development activities using database and spreadsheet tools.
