Minimum Qualifications *Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent service in a G-29 or M3 or higher title and eligible for transfer under section 52.6 of the Civil Service Law to Assistant Director, Bureau of Long Term Care Services OR Current NYS employee with one year of permanent or contingent-permanent service in a G-29 or M3 or higher title and eligible for transfer under section 70.4 of Civil Service Law by virtue of possessing the minimum qualifications below OR **Provisional Candidates: any individual meeting these minimum qualifications: **A bachelor’s degree and seven years of professional experience in the field of health care administration which includes four years of the specialized experience as described in A or B: A. Experience in an administrative capacity with substantial responsibility for ensuring Federal and state regulatory compliance in a health care facility under the jurisdiction of the Federal government or licensed pursuant to the New York State Public Health Law. This must include the oversight of staff who have supervisory responsibility for professional staff. B. Experience on a Federal, state or regional level administering a health care regulatory program covering facilities under the jurisdiction of the Federal government or licensed under the New York State Public Health Law. This must include the oversight of staff who have supervisory responsibilities for professional staff.
Preferred Qualifications:
Strong management and leadership skills, public speaking, policy development and quality improvement experience; able to administer, implement and evaluate health care regulatory programs and delivery systems; experience in long term care, chronic care or health care regulation; strong organizational, written and verbal communication skills. Experience managing a high degree of complexity in an environment with multiple priorities
Duties Description Serving as Deputy Director, Division of Nursing Homes and Intermediate Care Facilities for Individuals with Intellectual Disabilities, the Assistant Director, Bureau Long Term Care Services will have administrative and management responsibility under the direction of the Director for the Division’s four bureaus and eight units as well as nursing home staff located in regional area offices throughout the state. The incumbent will work closely with the Director to develop State Health Policies, provide oversight for service delivery, manage state and federal surveillance programs, prepare the Division’s annual budget request, monitor expenditures, develop and coordinate staffing plans, approve staff changes, strategic planning, presentations to internal and external stakeholders and serve as liaison to other Department programs, state agencies, health care organizations, external parties and other governmental entities.
Additional Comments *Permanent, full time appointment. **Provisional, full time appointment pending successful completion of an examination. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required.
