Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications:
Experience with program oversight and policy development. Strong organizational skills; effective communication skills; an ability to adapt to changing priorities and tight timeframes; an ability to assess the impact of policy or program changes on a broad set of stakeholders. Proficiency in Microsoft Office products, including Word, Excel and Power Point.
Duties Description Provide program oversight, including the management and administration of designated federally funded program(s) in the Adolescent Health Unit. Act as the liaison with the federal funder, completing all required reporting documentation, attending in-person and webinar trainings and completing annual funding applications. Conduct on-site visits as required by the federal funder. Manage multiple statewide contracts, including establishment of effective working relationships with providers to facilitate the review and approval of contract budgets, budget modifications and progress reports. Collaborate with ACT for Youth Center of Excellence on the oversight of delivery of technical assistance, training and quality assurance of program contracts. Monitor, evaluate and report on contractor performance. Participate in the development of procurements related to adolescent health programs. Develop, interpret or modify policies, procedures, guidelines, and reporting requirements in support of teen pregnancy prevention. Prepare written material in the form of reports, correspondence and other documents related to program functions. Support collaboration within the department and with other agencies in support of adolescent health and teen pregnancy prevention priorities. Represent NYSDOH at state and national conferences and meetings on adolescent and youth development related initiatives. Supervise subordinate staff as assigned. Other duties as assigned.
Additional Comments Permanent, full-time appointment. Occasional Statewide travel, including overnights and travel to areas that may not be served by public transportation may be required.
