Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2 (G25) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 (G25) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications:
Experience with program oversight and policy development. Strong organizational skills; effective communication skills; an ability to adapt to changing priorities and tight timeframes; and the ability to assess the impact of policy or program changes on a broad set of stakeholders. Proficiency in Microsoft Office products, including Word, Excel and Power Point.
Duties Description Provide leadership for the implementation of Enough is Enough legislation responsible for the development, implementation and monitoring of a new program designed to respond to and prevent incidences of sexual assault, domestic violence, dating violence and stalking on all college campuses in NYS. Additionally, the position will coordinate the additional activities of the NYSDOH’s responsibilities related to rape crisis; including oversight of the sexual assault forensic examiner program and two contracts providing training and technical assistance to rape crisis programs. This includes the oversight of services provided by the rape crisis programs in their broader communities and provision of broad range of education and awareness activities for college staff, faculty, students and their parents. The incumbent will develop, implement and monitor this new program through development and review of contract work plans; regular communications with the rape crisis programs; development, review and analysis of process and outcome data from the rape crisis programs; close communication and coordination with the Office of Victim Services; and conducting program monitoring site visits to approximately 60 rape crisis programs throughout NYS. The incumbent will draft reports on the outcomes and achievements of the “Enough is Enough” legislation; develop a competitive procurement for future funding distributions; and represent NYSDOH at state and national conferences and meetings on sexual violence prevention, campus response and other related initiatives. Supervise subordinate staff as assigned. Other duties as assigned.
Additional Comments Permanent, full-time appointment. Occasional Statewide travel, including overnights and travel to areas that may not be served by public transportation may be required.
