Minimum Qualifications To be considered, candidates must have:

Board certification in Psychiatry issued by the American Board of Psychiatry and Neurology or clearly equivalent certifying body; and

A minimum of seven (7) years of extensive professional experience providing services to people diagnosed with mental illness (two years must have been in a position comparable to a Clinical Chief of Service in the New York State Office of Mental Health); and

A valid license to practice medicine in New York State or a New York State limited permit and licensure in another state or Canada; and

Eligibility for full and unconditional participation in the Medicaid and Medicare programs.

Duties Description The Clinical Director serves as the Chief Medical Officer of SBPC and is responsible for the administration, oversight, evaluation, and continuous improvement of all psychiatric, medical, and contracted medical services provided by SBPC’s psychiatric center staff and consultants. Under the direction of the Executive Director, the clinical director is a member of the hospital executive cabinet. The Clinical Director collaborates with the executive team to provide leadership of the credentialing and privileging process, and has primary responsibility for the development, updating, and implementation of facility-wide clinical policies and procedures that promote clinical excellence through person centered care and recovery. In collaboration with the executive cabinet, the Clinical Director ensures that SBPC is in compliance with all Office of Mental Health (OMH), Center for Medicaid and Medicare Services (CMS), The Joint Commission (TJC) and other external accrediting bodies’ standards, rules, and regulations. Ultimately, the Clinical Director ensures that the clinical mission of the facility is successfully aligned with the overall mission of OMH to promote the mental health and well being of all New Yorkers .

South Beach Psychiatric Center (SBPC), a New York State operated, Joint Commission accredited mental health facility located on Staten Island, New York, is seeking qualified candidates for the position of Clinical Director, Psychiatric Center. SBPC offers a comprehensive continuum of care of mental health services, including intermediate inpatient care, extensive ambulatory care services, Transitional Living Residences, as well as psychiatric rehabilitation services to persons living in western Brooklyn and Staten Island. The Center also operates a specialized inpatient unit for monolingual Chinese persons from Staten Island, Brooklyn, and the other New York City boroughs as capacity allows. SBPC serves adults ages 18 and older and children and youth ages 12-18.

Background Investigation Requirements
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
