Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services OR be reachable on the Civil Service eligible list for the title.
If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered.
For provisional appointment, candidates must have one year of permanent competitive or non-competitive 55b/c service as an Assistant in Education Improvement Services OR
Candidates must possess a master's degree AND:
Either 1. Have five years of professional experience in an agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants;
OR 2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND have five years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 5 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; or have professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Education Improvement Services position in the Office of Nonpublic Schools. This Office provides support for the Board of Regents Education Corporation process and Commissioner’s Consent to alternate incorporations and registration of nonpublic high schools. This Office also provides oversight of the application process for entities seeking a Basic Educational Data System (BEDS) registration number; and Coordination of the Commissioner of Education's Advisory Council for Nonpublic Schools. The incumbent of this position will develop, support and review programs to help schools improve on educational services, including providing safe school environments. Duties of this position include, but are not limited to, the following:
• Review and approve applications for BEDS codes, which grant access to numerous state and federal aid programs;
• Review and approve applications for provisional and permanent charters to operate schools in New York;
• Review and approve applications for registered status for the granting of Regents diplomas;
• Manage several small grant programs for nonpublic schools;
• Provide technical assistance and respond to inquiries from within the Department as well as outside the department, including other state and federal agencies, school administrators, parents, and legislators;
• Conduct research on nonpublic school related issues and proposed policy changes; and
• Assist in responding to legislative bills, drafting new regulations and policies, and updating the guidelines and processes for recognition of schools.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required.
* Leads to a maximum salary of $97,632 based on annual performance advances.
