Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55 b/c service as a Head Clerk OR be eligible for transfer under the provisions of Section 70.1 of the Civil Service Law OR be reachable on the Departmental Promotional Civil Service eligible list for Head Clerk.

Duties Description The New York State Education Department’s Office of the Professions (OP) is recruiting to fill a Head Clerk position to work in its Division of Professional Licensing Services (DPLS). The Head Clerk will oversee the activities of five units within Pre-Licensure Services. The incumbent of this position will perform duties which include, but are not limited to, the following:

• Supervising the day-to-day and overall activities of clerical staff including Office Assistant 3s, who each supervise one of five processing units within Pre-Licensure Services;
• Providing advice and assisting supervisors in planning, organizing, scheduling and coordinating work operations and work procedures;
• Working with the Office Assistant 3 and Boards to resolve more complex licensing issues;
• Preparing and analyzing reports to assess work processes and to improve pre-licensure work and analyzing work statistics;
• Preparing correspondence to licensees, other work units and the public;
• Serving as liaison to Professional Boards and Comparative Education for issues relating to Professional Licensing;
• Coordinating the cross-training of all DPLS staff;
• Providing leadership and promoting an environment to encourage opportunities for process improvements;
• Working with DPLS staff, OP staff, Information Technology Service, vendors and others to improve processes, document procedures and implement technological changes;
• Implementing, overseeing and managing employee performance standards for productivity.
• Overseeing customer service initiatives and developing training for the improvement of customer service in the Office of Professions.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment.

*Salary leads to $63,001 through annual performance advances.
