Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive service in a title eligible for transfer under Section 52.6 of the Civil Service Law For provisional appointment, pending Civil Service promotional examination, candidates must have one year of permanent competitive service as a Supervisor Professional Education Programs, Associate in Professional Education, Education Credentials Specialist 3 or Professional Assistance Program Coordinator.

Duties Description The New York State Education Department’s Office of Professions (OP) is seeking applicants for the position of Assistant Director Professional Licensing. Under the general direction of the Director of Professional Licensing, The Assistant Director Professional Licensing will assist in managing the issuance of credentials that authorize practice in more than 50 professions included in Title VIII of State Education Law. The incumbent of this position will help lead Division staff that work in cooperation with other parts of the Office of the Professions. Duties include, but are not limited to, the following:

• Overseeing pre-licensure services and provide guidance in the licensing of over 50 different professions according to established standards;
• Overseeing and leading the review of licensing, permit and other processes to increase efficiency and productivity;
• Assisting in the development of policy recommendations for the Office of Professions on issues involving professional practice and participating in the strategic planning direction for the office;
• Leading and engaging staff in workflow planning and processing reengineering to implement technological solutions and processing innovations to achieve OP goals and statutory mandates. Preparing for transition of processes to new computer system:
• Reviewing and analyzing performance data;
• Overseeing various Division of Professional Licensing Services areas and using data to enhance coordination of efforts and resources;
• Promoting ongoing training activities for all staff;
• Coordinating activities and fostering effective communication between those units under direct supervision and other parts of the Office of the Professions;
• Overseeing compliance with routine personnel policy including time and attendance, discipline, and overtime; and
• Representing the Director in both internal and external meetings.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $110,451 through annual performance advances.
