Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 1 OR be a current NYS employee eligible for transfer under the provisions of §70.1 of the Civil Service law OR be reachable on the Professional Careers Opportunity Select Job Titles list AND have three years of experience in originating employment programs resulting in new and increased employment opportunities for individuals with disabilities. This experience must have included job development and creating targeted marketing plans directed toward hiring persons with disabilities. One year of this experience must have included either preparation and delivery of presentations to business groups on employing persons with disabilities, or negotiating agreements to hire persons with disabilities.
§70.1 Transfer
To be eligible for transfer under §70.1, candidates must have one year of permanent competitive or 55b/c service as a Vocational Rehabilitation Counselor.
Employees of ACCES-VR who are currently in an Employment Specialist for Individuals with Disabilities 1 position and are interested in transferring to a location listed on this flyer MUST apply for the position as outlined in the Application section of this flyer.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking to fill three Employment Specialist for Individuals with Disabilities 1 positions in the Bronx, Long Island City (Queens), and the Manhattan District Offices. The incumbents will assist in the development and implementation of employment marketing activities to expand and expedite job opportunities for ACCES-VR consumers. Major responsibilities of these positions include, but are not limited to, the following:
• Implement local marketing initiatives that compliment regional and State marketing plans;
• Develop job opportunities for ACCES-VR consumers;
• Communicate job leads, marketing concepts and labor force information to District Office staff;
• Work closely with Vocational Rehabilitation Counselors and job-ready ACCES-VR consumers to identify employment opportunities; and
• Ensure successful employment outcomes.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Filling of these positions is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $77,376 through annual performance advances.
**Plus $3,026 annual downstate location adjustment.
