Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities (OPWDD) Division of Person-Centered Supports (PCS) seeks a Program Operations Specialist 3 (POS 3) to provide critical oversight and support for the Bureau of Home & Community Living. The POS 3 will play an integral role in the development and implementation of all policies and practices for the Family Care Program statewide, and will report to the Bureau Director.


PRIMARY DUTIES AND RESPONSIBILITIES:

As a Program Operations Specialist 3 the responsibilities of the incumbent may include, but are not limited to the following:

• Offer direction and guidance to OPWDD Waiver Unit on Family Care matters relating to OPWDD’s Transformation Plan and the implementation of Managed Care;
• Deliver technical assistance in all areas of Family Care policies and procedures (for DDSOOs, DDROs, voluntary providers/Agency Sponsored Family Care, and internal/external stakeholders);
• Provide training to stakeholders to ensure comprehension and compliance with policies and regulations that impact the operations of Family Care;
• Deliver outreach/presentations to voluntary providers and community stakeholders to increase awareness of the Family Care program and to promote expansion;
• Provide guidance for the coordination and management necessary to support Self Direction activities in Family Care;
• Coordinate, manage, and respond with written guidance to questions and inquiries that come in from DDSOOs, voluntary providers, and state agencies on the management and operation of the HCBS Waivers/People First Waiver, with specific focus on services and practices related to Family Care;
• Further develop systems for efficient, effective, and consistent communications on Statewide policy issues including waiver policy/operations questions;
• Develop staffing and provide supervision to a team that will be dedicated to Central Office Family Care initiatives and expansion efforts;
• Create, implement, and update Family Care Manual policies and procedures as necessary;
• Perform policy research and make recommendations related to the management and potential integration of national approaches and practices related to shared living;
• Provide technical support for the implementation of housing initiatives developed by the Office of Home and Community Living;
• Assist the Division of Quality Improvement with developing strategies and implementation of monitoring efforts for the quality of services in Family Care.
