Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer under the provisions of Section 52.6 of the Civil Service Law that is allocated to M-3 or above OR in a financial management or budgeting position allocated to M-2 or higher. If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to §52.7 of the Civil Service Law.
*Leads to a maximum salary of $121,997 based on annual performance advances.
Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer (CFO) is accepting applications for the position of Director, Financial Administration 4. Under the general direction of the Chief Financial Officer, the incumbent of this position will oversee the management and supervision of the following offices and functions: Grants Finance, Contract Administration, Procurement, and Minority and Women Business Enterprise (M/WBE). The duties of this position will include, but are not limited to, the following:
• Develop recommendations related to high level fiscal policy issues in conjunction with the Executive Deputy Commissioner, the Office of the State Comptroller and other State control agencies, the U.S. Department of Education and other Federal agencies, program managers, local agencies and auditors;
• Develop proposed legislation affecting finances and review and analyze legislative and regulatory proposals relating to State and Federal programs.
• Establish priorities, make assignments, and coordinate functions to ensure that grant, contract, and procurement activities effectively support Department initiatives and are compliant with State and federal laws and regulations;
• Direct staff and provide advice to ensure all laws, regulations, policies, and procedures are followed to ensure fair, open competitions and full accountability throughout the grant and contracting processes;
• Manage and oversee all agency procurement activities, ensuring processes meet all federal and State laws and regulations including M/WBE;
• Coordinate with the Department’s Budget Coordination and Fiscal Management offices to ensure funds are fully utilized, targets are achieved, and expenditures are in compliance with State and Federal laws and regulations. This involves the coordination of detailed planning and execution at set times throughout the year to ensure funds are utilized prior to their lapse date;
• In cooperation with NYSED information technology staff, direct the planning and development of automated grant and contract tracking and processing systems, and direct agency participation in Statewide Grants Reform initiatives; and,
• Ensure policies and procedures are disseminated and available to all staff and other customers timely.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval.
