Salary RangeFrom $75243 to $94834 Annually
Minimum Qualifications At least six years of progressively responsible experience in human resource management and/or LATS/Time & Attendance. A bachelor’s degree may substitute for at least two years of experience, and a master’s degree for an additional year of experience. Clerical processing experience in human resources or clerical processing in payroll administration is not considered qualifying for these positions.
Duties Description The incumbent of this position will be responsible for serving on a team during the design, installation and production phases of the HRIT project. Duties include but are not limited to the following:
• Conducting in-depth business analysis of BSC essential functionality in the areas of employee on-boarding and exiting, payroll processing, and personnel administration from a transactional view, employee benefits, time and attendance transactions, workflow, and document management. Incumbents will use their technical knowledge to provide guidance in the area of human resources including payroll for a variety of human resource and civil service issues in relation to transactions.
• Analyzing the current state of business process or functions in relation to human resource transactions.
• Reviewing and confirming system requirements based upon business need.
• Providing overall knowledge transfer of state-specific business requirements to vendors.
• Working with vendors to manage efforts to explore and develop functional business process requirements, processes and rules that will contribute to how the various systems work.
• Developing system test plans (scripts, scenarios, cases) including defining data necessary to support the scripts.
• Performing system testing, and assessing the impact of errors on system functioning.
• Tracking and documenting changes to testing.
• Managing the development of training and curriculum plans.
• Preparing end-user training materials and delivering end-user training.
• Assisting in building partnerships with agencies in relation to business processes; providing organizational change management expertise in the area processes, training and overall communication.
• Working closely with various team members in support of a wave rollout plan.
• Completing special assignments as needed.
The preferred candidate will also have a working knowledge of the NYSTEP, NYBEAS, LATS and PayServ platforms; and will have excellent verbal and written communication skills.
