Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law. Duties Description The Department of Financial Services is seeking candidates to fill the position of Program Research Specialist 3 (Economics Finance) in the Consumer Examinations Unit (CEU). Under the direction of CEU’s two Program Research Specialist 4s, the Director of Fair Lending and Consumer Compliance and CEU’s Director, the incumbent of this position will provide data-oriented support for the Department’s fair lending supervision and enforcement activities pursuant to Executive Law, Section 296-a. Duties of this position will include but not be limited to:
• Participating in designing the focus for CEU’s data inquiry for fair lending examinations.
• Requesting enhanced data from lenders in New York State to facilitate routine and targeted fair lending examinations.
• Testing database contents for accuracy, integrity and consistency.
• Transferring data between multiple applications, including converting from different formats and geocoding for further analysis.
• Developing, manipulating and maintaining data files using commercially available software (MS Excel, MS Access, Fair Lending Wiz, MapInfo).
• Developing statistical models, including random sampling methods, to determine and identify potential discriminatory practices.
• Performing statistical analyses (including difference of means, difference of proportions, and multiple regression analyses) using MS Excel, MS Access, and Fair Lending Wiz.
• Presenting initial, interim and final results of data analysis in a manner accessible to non-technical audiences, including the Department’s non-technical staff and industry representatives.
• Analyzing exam findings with examiners to determine whether patterns of discriminatory practices exist.
• Assisting PRS-4s with special projects and lending technical expertise and support to these projects.
• Discussing software tools employed by examination staff with the Department’s federal regulatory peers and maintaining a working dialogue with these peers about statistical models utilized to insure interagency coordination.
