Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Duties Description The Office of Mental Health (OMH) is currently recruiting to fill two Mental Health Program Specialist 2, Grade 23, vacancies in the Central New York Field Office. The incumbents of the Mental Health Program Specialist 2 positions will work in collaboration with the Office of Mental Health’s Bureau of Managed Care in program development activities as it relates to Medicaid re-design and the transition of behavioral health services into Managed Care. The incumbents will provide technical assistance and oversight to mental health programs to ensure programs are operated according to established laws, policies, and regulations.

Specific duties include, but are not limited to, the following:

Assists and coordinates with the Bureau of Managed Care, Office of Alcoholism and Substance Abuse (OASAS), Department of Health (DOH), and Department of Financial Services (DFS) in the planning, implementation, and investigation of Medicaid Managed Care programs for individuals with behavioral health conditions.

• Attends monthly policy meetings under the Medicaid Managed Care Plans.
• Works with non-Medicaid insurance companies regarding commercial mental health coverage and parity issues.
• Participates in Home and Community-Based Services (HCBS) and other provider credentialing procedures related to Managed Care; plan readiness and ongoing licensing and certification reviews; and DOH Health Home re-designation surveys.
• Monitors and responds to local Managed Care complaints and resolutions.

Serves as local mental health liaison to providers and consumers under the Medicaid Managed Care Plan.
• Attends Managed Care meetings.
• Participates in monitoring visits under the Medicaid Managed Care Plans.
• Engages with consumer advocates.
• Responds to complaints and inquires.
• Identifies and resolves problems regarding local Managed Care, Health Home Service, and Performing Provider System delivery challenges.

Monitors local Health Home performance and works to improve Heath Home service to people with mental illness.

Reviews local data on service use and service availability.

Monitors and facilitates Medicaid Managed Care Plan use of cost effective services.
