Minimum Qualifications Permanent service in this title or one year of permanent service in a title, SG-11 or higher and otherwise eligible for transfer under Section 70.1 of Civil Service Law. Candidates on the eligible list will be canvassed and need not apply to this posting.

Preferred Qualifications: Preferred qualifications include: a working knowledge of the criminal justice system; strong organizational, investigatory and evaluative skills; and the ability to work well with others, compile and organize written/numerical reports, and work independently. Preference is given to candidates with criminal justice backgrounds and/or knowledge of sex offender registration laws.

Duties Description The Agency Program Aide (APA) will provide technical and administrative support to the Board and to the Senior Investigator. The Board makes confidential risk level recommendations regarding sex offenders convicted of New York State registerable offenses as well as offenders relocating to New York from other jurisdictions. This includes offenders from virtually every state in the United States as well as international offenders, offenders in the military and offenders convicted of delineated Federal sex offenses who reside in New York. The Board also provides updated reports in response to modification petitions filed, occasionally provides training on the Risk Assessment Instrument, provides documents in response to judicial subpoenas, and provides records pursuant to requests made under Article 10 of the Mental Hygiene Law. The APA will provide assistance in gathering and researching information for the Senior Investigator in the investigation of sex offenders for the New York State Board of Examiners of Sex Offenders, pursuant to the New York State Sex Offender Registration Act (SORA). The APA will also coordinate workflow and assignments with other support staff, thereby assisting in the timely and effective work of the office. Additionally, the APA may receive subpoenas, review the offender’s file, send materials to the appropriate court or requesting entity, and maintain a log of subpoenas received. They will also order and process Department of Corrections and Community Supervision files weekly. The incumbent will also ensure that recommendations and other information, such as paperwork regarding various legal issues and petitions are forwarded to the appropriate party in an efficient and timely manner pursuant to the SORA; generate criminal history reports of offenders; prepare reports which indicate progress/status of assigned cases; utilize the database to input and extract necessary information; and retrieve information to assist the Senior Investigator and Board members with the review of cases. Extensive interaction with courts, district attorneys’ offices, correctional facilities, law enforcement agencies and the general public is required. In addition, the APA will handle the purchasing and associated record keeping for the office, as well as cataloging and archiving old cases.
