Minimum Qualifications This is a transfer opportunity for a current State employee with permanent service as an Human Resources Specialist 2 Labor Relations .
OR
52.6 Transfer:
One year of permanent competitive or 55 b/c service in a title SG-21 and above designated administrative under Section 52.6 of the Civil Service Law.

Duties Description Duties will include, but are not limited to:
• Conduct agency level hearings on both contract and non-contract grievances.
• Conduct investigations/interrogations on employee disciplinary matters.
• Conduct expedited meetings and arbitration hearings for CSEA employee disciplinary cases.
• Prepare and execute employee disciplinary arbitrations.
• Independently conduct employee time and attendance disciplinary hearings.
• Assist in the preparation of agenda items for Labor/Management meetings.
• Assist in the development and delivery of training programs for OGS and hosted agencies.
• Assist in the development of new or revised agency policy.
• Assist in the negotiation and development of local Labor/Management agreements.
• Assist agency program managers and/or supervisors with the interpretation of agency policy and procedures, negotiated agreements between the state, unions and the Civil Service Attendance and Leave manual.
• Develop and maintain dialogue with employee representatives on Labor Relations topics.
• Assist agency program managers in determining the need for and implementation of employee counseling.
• Consult with OGS Legal Services on employee disciplinary cases.

Additional Comments Travel will be required.
