Minimum Qualifications Interested candidates must be reachable on the Professional Accounting and Auditing Positions eligible list or currently an employee of New York State eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.
To be eligible for a 70.1 transfer to a Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree and 24 credit hours in accounting/auditing courses.
To be eligible for a 70.1 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree including 24 credit hours in accounting and/or auditing courses.
To be eligible for a 70.4 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 12 or higher, and
Meet the open competitive minimum qualifications of the position, and
Have passed the Professional Positions in Accounting and Auditing examination.

Duties Description • Processing daily transactions for Mortgage Loans Portfolio and test periodic updates to software program:
Record daily activity on LAPro system including principal, interest, escrow and reserve account transactions. Add records for funding of new mortgages. Periodic updates to LAPro require the Senior Accountant troubleshoot software data conversion issues and reconcile differences. This requires parallel posting to current version and upgraded version to identify problems, maintain routine contact with our two active mortgage servicers to discuss income and accounting issues, and liaison daily with the staff in the Bureau of Real Estate in New York City.
• Prepare monthly reconciliations for Mortgage Loans to the general ledger and annual reconciliations to servicer statements:
Compare monthly general ledger memos to subsidiary records on LAPro Mortgage Software, research differences and make necessary adjusting entries. Compare annual servicer statements to subsidiary records on LAPro Mortgage Software, research differences and make necessary adjusting entries.
• Post daily Real Estate transactions and prepare adjustments for general ledger:
Review capital call notices and distribution notices to record details of cost, management fees, income and realized gains/losses on SunGard and prepare journal entries for general ledger.
• Prepare monthly reconciliations for Real Estate to the general ledger. Prepare quarterly and annual reconciliations to audited financial statements:
Compare monthly general ledger memos to subsidiary records on SunGard, research differences and make necessary adjusting entries. Prepare and document analysis of quarterly and annual financial statements, compare to subsidiary transaction records to determine and justify cost adjustments to be posted. Prepare detailed analysis and reports of cost adjustments, market valuations, and management fees.
• Provide backup support for the daily Bond processing:
Generate reports from SunGard and the custodian bank portal for daily bond cash activity. Review and reconcile these reports, contacting the custodian bank’s staff for adjustments as needed. Update SunGard as needed.
• Annual recording of transactions for investment in 110 State Street:
Prepare and document analysis of annual financial statement, compare to subsidiary transaction records to determine and justify transactions to be posted. Prepare adjusting entries for general ledger.
