Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive service as an Assistant District Manager, Vocational and Educational Services OR one year or permanent competitive service in a title SG-23 or above deemed eligible to transfer under §70.1 or §52.6 of the Civil Service Law OR be reachable on the Assistant District Manager, Vocational and Educational Services eligible list. If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must be a qualified employee of New York State and have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor, Senior Vocational Rehabilitation Counselor (Manual Communication), Associate Vocational Rehabilitation Counselor, or Employment Specialist for Individuals with Disabilities 2.
§70.1 Transfer
To be eligible to transfer under §70.1, candidates must have one year of permanent competitive service as an Associate Vocational Rehabilitation Counselor.
§52.6 Transfer
To be eligible to transfer under §52.6, candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible to transfer under §52.6.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking applicants to fill an Assistant District Manager, Vocational and Educational Services position in the Rochester District Office. Under the direction of the Regional Coordinator, Vocational and Educational Services, the incumbent will have direct responsibility for the day-to-day operation and administration of the Rochester District Office. Major responsibilities of this position include, but are not limited to, the following:
• Manage District Office operations, including productivity, workflow, staffing and organization, office automation and other resources needed to provide services to consumers;
• Provide supervision to District Office staff;
• Prepare the District Office’s annual budget;
• Track contract usage and identify any changes needed in annual allotments;
• Ensure that reporting systems are in place to facilitate budget preparation and quality assurance; and
• Prepare reports required by Federal or State statutes or ACCES-VR Central Office policy and procedures.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Filling of this position is contingent upon Division of the Budget approval.
