Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Fiscal Analyst, G-18 OR current NYS employee with one year or more of permanent or contingent-permanent service in a title at or above a G-16 and eligible to transfer under Section 70.1 of the Civil Service Law OR current NYS employee with one year or more or permanent or contingent-permanent, competitive service in a title at or above G-12 and eligible to transfer to Health Care Fiscal Analyst Trainee 1 under Section 70.4 of the Civil Service Law.
Preferred Qualifications
Experience reviewing applications for health care service/facility establishment, and review of financial performance metrics of health care facilities to ensure that services are aligned with community needs and are being provided in a cost efficient manner; the ability to analyze financial and statistical data reported by various health care providers including balance sheets and income statements and budgets; excellent organizational skills and ability to work in a team based setting; ability to use Microsoft Word and Excel and other database applications and resources.
Duties Description The incumbent will be responsible for conducting financial feasibility reviews on data submitted by health care entities in support of Certificate of Need (CON) applications, and developing recommendation reports for Public Health and Health Planning Council (PHHPC) and Commissioner of Health approval. This position will also help guide the Center for Health Care Facility Planning, Licensure and Finance through the health care delivery system changes impacted by such initiatives as the Delivery System Reform Incentive Payment (DSRIP) Program, the Capital Restructuring Finance Program (CRFP), and the Essential Health Care Provider Support Program, and will be expected to develop knowledge and skills in health care provider assistance with state and federal financial programs and initiatives. The incumbent will also be expected to gain an understanding of Medicaid cost reports, Medicare, Medicaid and commercial payor reimbursement concepts, and the impact these have on the CON application reviews and ad-hoc assignments. The incumbent will report directly to the Associate Health Care Fiscal Analyst who oversees the caseload of CON applications.
