Minimum Qualifications The Charities Bureau in the Office of the New York State Attorney General is seeking an experienced manager to serve as the Director of Charities and Fundraiser Registration Sections (Director). The Charities Bureau is responsible for supervising the activities of nonprofit organizations operating in New York and charitable fundraising conducted in New York. The Charities Bureau maintains a public registry of 80,000 entities and processes annually over 120,000 documents and $7.5 million in fees.

The successful candidate will have a strong track-record of taking initiative and of managing their - and their team's - work in a highly organized way. This role requires strong problem-solving and project management skills. We are seeking candidates with experience in effectively leading teams in a licensing, registration or certification process environment. A background maintaining or modifying complex content management systems and a Master’s in Public Affairs or a law degree are desired.

Duties Description The Director will have primary responsibility for overseeing all operational functions of the Charities Bureau’s registration sections, including supervising a thirty-one (31) person staff that processes and evaluates charity and fundraiser registration forms and annual filings; overseeing the implementation of technology to modernize the Bureau's filing systems and public registry; overseeing and enhancing registration sections processes; maintaining and updating the Bureau's website; and managing special projects and initiatives. The Director will report directly to the Bureau Chief.

Primary Responsibilities and Tasks:

• Management: Supervise full-time managers assigned to the Charities Registration Section and the Fundraising Registration Section in Albany. Activities include, but are not limited to, approving timesheets, completing performance evaluations, scheduling and identifying assignments. Section staffing consists of approximately
thirty-one (31) permanent and temporary individuals.

• Support for Bureau’s Investigations and Litigation: Oversee staff in assisting attorneys and accountants by, for example, monitoring registration compliance by subjects of investigation and litigation and generating reports from data maintained in the registry.

• Innovation: Act as chief liaison between the Charities Bureau and the Information Technology Management Bureau. Serve as sponsor of technology projects under the umbrella of Charities Bureau modernization and continuous improvement. Set priorities, asses needs and coordinate development and testing.

• Collaboration: Act as Division of Administration liaison to resolve Charities Bureau issues related to space management, records disposition, equipment upkeep, budget and procurement, and human resource management.

• Performance Measurement: Identify and record performance measures to promote efficient registration processes. Regularly review staff performance and other issues with section managers in order to prioritize work.

• Staff Development: Assist with the training and oversight of the temporary staff evaluators in order to minimize evaluation errors and generate timely evaluations.

• Innovation: Review policies and procedures, make recommendations for improvement, and implement new procedures where appropriate.

• Leadership: Provide coaching, mentoring and other assistance to staff as needed to facilitate teamwork and resolve complex human resource, productivity and customer service related issues.
