Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Public Health Nutritionist 1; OR New York State employee with one year of permanent or contingent- permanent competitive service in a title at or above a grade 20 and eligible for transfer under section 70.4 of the Civil Service Law by meeting the open competitive minimum qualifications listed below.

Provisional Candidates: Open Competitive Minimum Qualifications: Currently registered with the Commission on Dietetic Registration, the credentialing agency for the American Dietetic Association AND two years of full-time, professional experience, after successful completion of the Registered Dietitian exam, in the field of nutrition or dietetics, including one year experience as a nutritionist or dietitian in a public health or community nutrition program; or in a governmental agency in the oversight and review of health care/ health related facilities licensed by a state department of health or federal health agency; or in a health care facility licensed by a state department of health. Substitution: A Master’s degree in public health with a major in nutrition, a master’s degree in nutrition with emphasis in public or community health, or a master’s degree in applied human nutrition with six graduate credits in public health may be substituted for one year of the required general experience.

Preferred Qualifications
The preferred candidate would have experience developing and implementing public heath nutrition education policies and training; conducting program evaluation and contract management; and strong written and oral communication skills. Ability to work both independently and in a team-based environment with strong problem solving and analytical skills. Critical thinking and familiarity with technology to support efficient program operations are desired.

Duties Description The Public Health Nutritionist 1 (PHN1) position is located in the Bureau of Nutrition Risk Reduction (BNRR) within the Division of Nutrition. The PHN1 will provide support to BNRR’s nutrition programs: Commodity Supplemental Food Program (CSFP), Hunger Prevention and Nutrition Assistance Program (HPNAP) and Just Say Yes to Fruits and Vegetables (JSY). Duties include assisting in the development of program policies, procedures, and training materials; managing contracts with organizations providing emergency food assistance; ensuring contractors’ compliance with grant deliverables and program policies; negotiating contractor budgets and work plans; conducting periodic site visits to monitor field activities; providing training, technical assistance and guidance to contractors related to the provision of nutrition education, food safety, nutrition policies, fiscal policies and staff development opportunities; and reviewing monthly vouchers to ensure allowable expenses are consistent with the work plan and contract terms. The PHN1 will participate in a cross bureau work team to support all BNRR nutrition services and recommend projects or enhancements that are consistent with BNRR’s strategic plan and objectives.

Additional Comments Contingent-permanent, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation is required. 70.4 transfer and provisional candidates will be required to take and pass the next holding of the Civil Service PHN1 examination. Provisional candidates must be eligible for appointment from the resultant eligible list to maintain continued employment as a PHN1.
