Minimum Qualifications Candidates should possess an appropriate education and extensive experience in food safety, dairy processing, food science, the agriculture industry or a closely related field, some of which must be in a senior leadership role.

Special consideration will be given to candidates who possess the following skills:

Duties Description Under the general direction of the First Deputy Commissioner, the Deputy Commissioner will be responsible for providing assistance and support to the Commissioner of Agriculture and Markets in developing and executing Department policy and for the oversight of the management of assigned programs. The Deputy will have direct responsibility for several Divisions within the Department.

Duties include, but are not limited to:

Coordinates and implements program policies and goals of assigned Divisions. Reviews and analyzes State and Federal legislation, initiatives and issues.

• Directs and coordinates the activities of staff, professional associates and financial and fiscal resources for accomplishing Department objectives.
• Reviews and analyzes the effectiveness of assigned Divisions’ organization, functions, policies and internal controls.
• Designs and directs the implementation of policy and program changes and prepares and approves divisional policy directives.
• Directly supervises Directors of assigned program Divisions
o Food Safety & Inspection (100 field staff, 150 total employees) is responsible for inspection of more than 37,000 food manufacturers, processors, and retailers implementing a number of federal regulations as well as participating in a number of federal grants and cooperative agreements.
o Milk Control & Dairy Services (40 field staff, 55 total employees) regulates nearly 400 dairy processing plants, certified milk inspectors inspecting nearly 5,000 dairy farms, and performs statistical and administrative functions for farm milk production and dairy processors to support the NYS dairy industry.
o Food Laboratory (40 employees) performs analytical services (more than 23,000 samples per year) for Department regulatory divisions and under cooperative agreements with the federal government.

Serves as liaison with representatives of agribusiness industries, other government officials, university staff, and the public, and represents the Department as appropriate.

• Reviews and analyzes State and Federal initiatives, policies and current and proposed legislation and programs.
• Prepares reports on Department activities and specific agricultural topics that have or will impact upon the Department.

Directs and coordinates the activities of staff, professional associates and financial and fiscal resources for accomplishing Department objectives.

Evaluates and prepares briefing reports for the Commissioner and Governor’s Office on Department activities and specific legislation pertaining to State or federal programs effecting assigned Divisions. Also prepares reports on specific agricultural activities that impact upon the Department.

• Represents the Commissioner and First Deputy Commissioner and the Department with the Executive Chamber, legislators, other State and Federal agencies, and state and national industry associations regarding market and industry changes and trends, and government regulation.
• Serves as liaison with representatives of food and related agribusiness industries, other government officials, university staff, and the public, and represents the Department as appropriate.

Assists the First Deputy Commissioner in designing, implementing, and coordinating special projects, investigations and legislative activities.

Additional Comments Conditions of Employment: This position is in the exempt class and the incumbent serves at the pleasure of the agency. Filling this position is contingent upon the Division of Budget approval.
