Duties Description The Office of Mental Health (OMH) is recruiting to fill an Associate Budgeting Analyst, Grade 23, position in the Office of Financial Management, State Operations Budget and Financial Management Group. The State Operations Budget and Financial Management Group performs budget and financial monitoring functions for Central Office and 24 State Operated Psychiatric Centers. The Associate Budgeting Analyst will assist with the management, integration and business process change for all OMH budget operations as a result of ongoing system upgrades to the Statewide Financial System (SFS), Analyze NY enterprise data warehouse, and Oracle Business Intelligence Enterprise Edition (OBIEE) system reports with unmet OMH reporting needs. The incumbent will also evaluate, develop and support technology solutions to ensure reconciliation across OMH’s internal financial systems including to OBIEE and SFS. Specific duties to be performed may include, but are not limited to, the following:

Participate in ongoing meetings with SFS/ITS/OMH to discuss future design, development, and implementation of system enhancements to ensure the operational and financial needs of OMH are being met.

Partner with ITS staff on development/updates to current Facility Payroll Reports (FPR) on the OBIEE Budget and Financial Management (BFM) Portal.

Assess report needs to effect changes to the Statewide Financial System, Analyze NY and/or the OMH data warehouse.

Document, communicate and validate agency reporting needs to effect ongoing changes within OMH in SFS and OBIEE. Specifically, as a result of added analytical requirements relating to new Payment Schedule Projections (PSP) functionality added to SFS, make changes to the PayServ data format from the legacy layout to the new PeopleSoft format and prepare for upcoming changes as a result of OMH's transition into LATS timecard system.

Elicit requirements from other budget analysts and end users for background information of reporting needs through a review of related reports, past experiences, and through interviews with program staff. May confer with supervisor on suggested approaches.

Assist with the development of risk assessment and mitigation plans to resolve weaknesses in the OMH budgetary reports used for budget preparation and monitoring.

Monitor approved business processes to ensure that work is processed efficiently within established operating systems in budgetary and financial management areas.

Provide technical assistance to OMH budget staff on use and implementation of SharePoint Portal technology to enable the organization to achieve its goals of streamlining financial reports to end users and facility business offices.

Provide ongoing analysis and feedback related to SFS reporting systems to OMH management and the Consolidated Business Office in Central Office, and facilities.
