Minimum Qualifications Candidates must be reachable on the PATT or the PCO Civil Service eligible list OR have one year of permanent competitive service as a Human Resource Specialist 1, G-18. Also open to NYS employees who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6 or in a title approved by Civil Service under section 70.1. Examples of qualifying Section 52.6 titles include Administrative Assistant, G-18; Agency Training & Development Specialist 1, G-18; Contract Management Specialist 1, G-18; and Information Technology Specialist 2, G-18. Examples under section 70.1 include Office Assistant 3 (HR), Agency Program Aid, and Administrative Aid.
The successful candidate should be able to work well both independently and as part of a team, have strong interpersonal skills, and the ability to manage competing priorities. Candidates should be comfortable learning information technology systems.
Preferred Qualifications: Experience working with the Microsoft Office Suite, including creating/maintaining Access databases and merge documents.
Duties Description The incumbent of this position will be part of the Human Resources team that is responsible for personnel, health benefits and time and attendance, and payroll administration for the Division of the Budget, Executive Chamber, Lieutenant Governor’s Office and the Statewide Financial System (SFS). This entry-level human resource position will include general office management and support responsibilities, as well as human resource duties, which may include, but are not limited to:
• Serve as Office Manager for the Division’s Administrative Services unit and the Director of Administration.
• Coordinate out-going communications from the Administrative Services unit, which also hosts administrative functions for the Executive Chamber, Lieutenant Governor and SFS.
• Manage aspects of recruiting process, including maintaining resume database, canvass letters, and managing vacancy postings, both within state service and with a network of educational institutions.
• Provide critical support in onboarding, including communications, transactions, as well as navigating Civil Service rules and processes.
• Support the administration of Civil Service examinations.
• Manage transition of electronic files and transaction logs across calendar and fiscal years.
• Assist in administering DOB’s probationary and performance evaluation programs.
• Maintain agency organizational chart.
