Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the position of Mental Health Program Specialist 2, Grade 23, to work within the Bureau of Inspection and Certification. The incumbent will primarily coordinate Prior Approval Review (PAR) projects and assist with ongoing licensing functions.

The primary function of the Bureau of Inspection and Certification (BIC) is the licensure of programs to serve the mentally ill in New York State. BIC reviews inpatient, outpatient, and residential mental health programs for compliance with statutory and regulatory standards for appropriate safety, delivery of mental health services, adequacy of staffing, and relevant quality assurance requirements during both the initial and renewal certification processes. Interim visits are subsequently conducted in follow-up to selected certification findings and in response to complaints or specific concerns.

In addition to overseeing the inspection and monitoring of currently licensed programs, BIC also manages the Prior Approval Review (PAR) process for OMH. PAR is a public review process to regulate growth of licensed programs within the local service system, to review significant changes planned for existing programs, and to assess the impact of changes on the local service delivery system. In addition, BIC provides technical assistance to agencies and counties to assure that local needs are met and new and modified program operations comply with regulatory requirements.

Duties include, but are not limited to the following:

• Coordination of PAR review process and analysis of PAR applications to determine compliance with applicable standards.
• Analysis of responses and recommendations of external reviewers for inclusion in project summaries.
• Consultation with county mental health departments, OMH field office staff and service providers.
• Preparation of detailed letters, memoranda and reports related to PAR projects.
• Review licensing reports and consult with OMH field office staff to assure that citations and duration of licenses are consistent with agency policy and regulatory requirements.
• Analyze data related to inspection visits and findings; prepare reports.
• Participate in development of program inspection protocols and licensing tools.
• Assist in maintaining the centralized database for licensed programs and recommend improvements to the system to support licensing activities.
• Assist in the development of licensing protocols used by Field Office inspection staff and training for staff in implementation protocols.
• Assist in implementation of strategies and new initiatives to enhance Division programs; interagency, intergovernmental, and stakeholder communications and cooperation; and overall program operational efficiency.
