Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must be permanent in the Mental Health Program Specialist 2 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. Duties Description The Office of Mental Health (OMH), Bureau of Health Services, is seeking a qualified candidate to fill the Mental Health Program Specialist 2, Grade 23, position. The incumbent of this position has statewide administrative responsibility for maintaining a level of laboratory services consistent with acceptable standards and federal/state statutes, and ensures that the clinical laboratory system is meeting the needs of OMH and the facilities. The incumbent is also responsible for the Outside Health Services fund.

Duties of the position include, but are not limited to, the following:

• Develops, updates and insures implementation of an OMH Laboratory Services Policy.
• Serves as a member of the Laboratory Services Advisory Committee and represents OMH on other agency committees for laboratory-related clinical initiatives.
• Reviews operating budgets and capital programs.
• Reviews and approves structural lab changes.
• Ensures that all facility-based laboratory activity and facility-based waived testing is performed in an appropriate manner.
• Maintains a working knowledge of group purchasing organizations, contract negotiations and collaboration procedures with the control agency.
• Provides direction and support for the implementation, upgrading, and maintenance of the Agency Laboratory computer system.
• Resolves issues in the Outside Health Services fund between community providers and the agency.
• Monitors OMH facility spending patterns.
• Develops policy in relation to charges and/or patient eligibility.
• Prepares clinical reports in the clinical electronic system for data analysis.
• Analyzes and provides additional functionality of the clinical laboratory system based upon the needs of the agency and the users of the system.
• Provides costing reports to outside agencies that utilize OMH lab services.
• Serves as a liaison to Electronic Medical Record project for laboratory and implementation of the electronic prescribing software platform to comply with the new regulations.
• Coordinates end-user training, multi-layered registration, work flow, troubleshooting, vendor relations and issuance of token devices related to the prescribing platform across the agency.
