Minimum Qualifications 1. Graduated from a four-year Maritime Academy or College, AND have two years of experience as a:
• Third Mate or higher for Oceans, Near Coastal or Great Lakes, for unlimited gross tons, OR
• Marine Engineer qualified for unlimited horsepower; OR


2. Six years of satisfactory experience as a:
• Marine Inspector and / or Marine Inspector (Apprentice) inspecting ships while employed by the U.S. Coast Guard; OR
• Third Mate or higher for Oceans, Near Coastal or Great Lakes, for unlimited gross tons; OR
• Federal First Class Pilot; OR
• Marine Engineer qualified for unlimited horsepower; OR
• Master, 1,600 gross tons; OR
• Any combination of experience in the categories above (i.e. six years in one specific category is not mandated).

Duties Description The Bureau of Marine Services is responsible for promoting boating safety on the waters of New York State. Focus is placed on three areas toward this goal: boater education, law enforcement and regulatory efforts. The Marine Services Representative will be expected to participate in all three areas. Candidates for the position will be expected to be available to travel throughout the State, especially during the boating season.

Marine Services Representatives annually inspect any motorized vessel carrying passengers for hire on “sole State waters”. There are approximately 350 inspections conducted each year. Operators of such vessels are also licensed by Bureau personnel. Marine Services issues permits for regattas (approx. 120) and floating object permits (approx. 300) on state waters. The process includes reviewing each application for completeness, database updates, and working closely with law enforcement to ensure public safety during regattas, and to ensure that the floating objects do not pose a hazard to other boaters. The Bureau also collects and reviews all recreational boating accidents in New York – approximately 200 – 250 per year.

The candidate will develop lesson plans for boating safety programs, as well as supplemental course materials; certify boating safety instructors; process student certificates, and a host of other associated duties. There is also a considerable outreach program, including work on Public Service Announcements, representing the agency at boat shows and other boating events, and in the development of printed material to be made available to the boating public.

Marine Services develops and conducts five training courses for marine law enforcement personnel, statewide, on an annual basis, including a basic Marine Law Enforcement course, an advanced vessel operator course, a personal watercraft operator course, and a course teaching officers how to detect intoxicated vessel operators.

Additional Comments The candidate for this position must possess and maintain a valid Driver’s License as a term and condition of employment. The candidate must be able to engage in day and overnight travel, as well as to work variable hours when in the field on an as needed basis.
