Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Public Health Program Nurse, G-24 OR
Transfer: NYS employee with one year or more of permanent or contingent-permanent competitive service in a G-22 or higher title and deemed eligible for transfer to Public Health Program Nurse under Section 70.4 of the Civil Service Law by also possessing the following qualifications: Bachelors of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND six years of post-licensure nursing experience including at least two years of experience in a public health program designing or overseeing the implementation of a public health outreach and health promotion program or conducting disease surveillance and/or control programs. Substitution: A master of science in nursing may be substituted for one year of the general experience if not used to meet the educational minimum qualifications. OR
Provisional: Anyone meeting the above stated education and experience qualifications.
Preferred Qualifications
The preferred candidate will have excellent written and verbal communication skills; excellent organizational skills, and proficiency with Word, Excel, Power Point applications.
Duties Description Under the direction of the Community Based Health Unit Director, the Public Health Program Nurse (PHPN) will support the NYS Maternal and Child Health state plan for child health.
The PHPN will participate in internal and interagency initiatives to improve child health, particularly those initiatives related to children with special health care needs (CSHCN), including oral health, social-emotional development, quality child care and preventive pediatric care. Additional responsibilities include program planning, policy development, and implementation activities to improve child health outcomes; participate in performance management and quality improvement projects; oversight of contract management; assist in the development of, and review applications in response to, Requests for Applications (RFAs); compose Power Point presentations for webinars, briefings, program summaries, standards, letters and memos. All duties will be carried out with a demonstrated understanding of policy, law, regulations, and established nursing standards.
Additional Comments Permanent or provisional, full-time appointment. Candidates applying under section 70.4 transfer or provisional qualifications will be required to take and pass a qualifying Civil Service examination. Provisional candidates will also be required to be appointable from the resultant eligible list to maintain continued employment. Occasional travel, including overnights and travel to areas that may not be served by public transportation is required.
