Minimum Qualifications Interested candidates must be currently reachable on the Information Technology Specialist 2 (Programming), SG-18 eligible list or eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer
To be eligible to transfer, interested candidates must have at least one-year permanent competitive service in a 52.6 qualifying title allocated to salary grade 16 or higher.

Duties Description • Code and debug MEBEL mainframe batch and online COBOL programs
• Create and maintain batch JCL’s and related security requests
• Utilize debugging tools Intertest and Xpediter
• Develop unit test plans and assist business users in developing system test plans as needed
• Conduct unit testing and debugging of all code changes in development environment
• Move code into user test environment and assist user testing as needed
• Create test data using QMF queries and/or download process
• Support User Testing by collaborating on the User Test plan to ensure accuracy and completeness of all pertinent test conditions and providing necessary test data
• Analyze mainframe COBOL batch and online programs for possible modifications to both current and new MEBEL processes
• Meet and collaborate with business unit partners to develop system change requirements
• Prepare program change requirements based on the user specifications
• Create documentation for new and existing processes
• Modify existing documentation as needed
• Provide on-call support for nightly batch processing as needed
• Check previous night’s batch processing results in the AM and resolve any outstanding issues
• Troubleshoot and resolve programming issues as reported by members of the Benefits and Calculations Disbursements Services user community

Additional Comments Knowledge, Skills, and Abilities

• Demonstrated experience using COBOL (1 year to less than 3 years), JCL (1 year to less than 3 years) and DB2 (3 months to 1 year) in the maintenance of existing business solutions. This includes the review and communication of rapidly changing priorities.

• Experience in the facilitation of discussions with all levels of staff within the user community. These discussions should include the gathering of business requirements, preparation of time estimates, negotiation of realistic goals, and the reporting of project statuses.

• Creation of business solutions that meet the requirements set forth by the business, the translation of business requirements into technical specifications and adherence to established programming standards and OSC internal controls.

• Strong communication skills.
