Minimum Qualifications Current NYS employee with one year or more of permanent/contingent-permanent service as a Health Program Administrator 1, SG-23; OR one year or more of permanent/contingent-permanent service in a position allocated to SG-21 and above and eligible for transfer under Section 70.1 or 52.6 of Civil Service Law.

Preferred Qualifications
Excellent interpersonal, communication and writing skills; experience with Personnel Management and all aspects of recruitment; working knowledge of contract management/reconciliation, document archiving, policy and procedure development, internal controls, executive correspondence, Freedom of Information requests; supervisory experience and an understanding of budget projecting.

Duties Description Under the direction of the Division Director, the Health Program Administrator 1 will be responsible for all aspects of recruitment (request for recruitment, reclassifications, alternate recruitment, nomination packages, declination letters, non-select letter, recruitment practice reports, etc.). The incumbent will maintain organizational charts (Central and Regional Offices); identify staffing needs (state, contract and temporary); track staff departures and new hires; provide contract reconciliation; assist with Request for Proposal development and evaluation; provide budget projects; act as the Division forms coordinator; provide correspondence and FOIL content reviews; maintain Division personnel files; review and approve record destruction notices; oversee document archiving; annually review and update Federal salary files; maintain the Division website approvals; provide supervision of support staff; provide in-service training and perform additional duties as needed.
