Duties Description The Workforce Teams in the Labor Relations Section of the Mental Hygiene and Labor Relations Unit (MHU) is involved in a wide-range of State workforce issues, including labor management negotiations, personnel management decision making, and monitoring and estimating personal service costs.
Internship responsibilities will include:
• Automated Performance Advance Plans. Certain M/C employees need DOB approval before they are eligible for a performance advance. Before performance advances payments can be paid to these employees, agencies must submit M/C NS Performance Advance Plans for DOB approval. Currently, agencies submit Excel documents that are reviewed by DOB’s line units and MHU’s Labor Relations Section. The Labor Relations Section is currently automating this process and is implementing a pilot program. The intern will assist with the pilot program by ensuring data on the automated plans is correct and by answering questions for examiners and agencies.
• Workforce Cost Projections. The Division has two tools that examiners use to develop Personal Service (PS) cost projections: the PS Estimating Tool (PSET) and the Workforce Cost Projection Tool (WCPT). The Labor Relations section is responsible for preparing these systems for budgetmaking and ensures cost assumptions and projections are correct. The intern will assist with entering PS cost assumptions/scenarios into the PS Estimating Tool (PSET) and the Workforce Cost Projection Tool (WCPT) and verifying the accuracy of system projections.
• Other Activities. The intern will assist the Labor Relations teams with day-to-day policy issues, requests, and technical reconciliation activities.
