Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming) OR candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible to transfer under §52.6 of the Civil Service Law AND:

I. A bachelor's degree or higher in computer science, computer information systems, telecommunications, or management information systems OR;
II. A bachelor's degree or higher in any field including or supplemented by 15 credit hours in computer science with at least 9 credit hours in programming languages OR;
III. A bachelor's degree or higher in any field and at least one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR;
IV. A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing OR;
V. A total of two years of experience in the following computer related areas: computer programming; business/systems analysis; program design; or program testing.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 2 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will perform Unisys mainframe (DMSII) and Oracle database management technical support activities. Duties of this position include, but are not limited to, the following:

• Support the enterprise Unisys mainframe DMSII databases, enterprise Oracle databases, Oracle application and data warehouse development and associated development tools;
• Participate in Unisys mainframe and Oracle database trouble-shooting and problem resolution;
• Participate in database design work associated with new application development and database support for application developers;
• Create database structures associated with application development and enhancement;
• Participate in JAD sessions associated with application development;
• Support the backup of Unisys mainframe DMSII databases;
• Recover Unisys mainframe DMSII and Oracle databases as required; and
• Exhibit knowledge of Unisys MCP, IBM AIX, Windows Server, and Windows desktop operating environments.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.


*Leads to a maximum salary of $66,494 based on annual performance advances.
