Duties Description POSITION DESCRIPTION:

Supervised by the Plant Superintendent a Plant Utilities Engineer 3: plans, directs, and coordinates the activities and has the overall supervisory responsibility for the engineering department engaged in the operation, maintenance, troubleshooting, repair, testing, and calibration of mechanical and electrical equipment providing heat, hot water, ventilation, air conditioning, and electrical distribution systems for both campus and community.

PRIMARY DUTIES AND RESPONSIBILITIES:

• Overall supervision of the engineering department in operation, maintenance, and repair of central plant utilities equipment operated in strict accordance with Federal and NY State regulations.
• Directs supervisory and other staff by providing training, instruction and assistance in the performance of overall physical plant operations and maintenance tasks and activities.
• Implements and enforces operational and safety procedures, policies and schedules for all "Engineering Department" tasks and activities.
• Develops guidelines and implements procedures for the handling of various types of hazardous materials, such as refrigerants, gas, fuel oil, solvents, antifreeze, acids, biocides, nitrates, etc.
• Prepares the annual operating budget by recommending the Engineering Department's budget requirements including repair and maintenance needs and staffing, material and equipment needs.
• Plans and directs the scheduling of preventive maintenance and repair work.
• Directs and coordinates the response to incidents having potential environmental impact and/or safety concerns, such as chemical spills, oil spills and blowouts; implements evacuation plans in emergency situations and coordinates the maintenance of the "right to know" library, the response to right to know inquiries, the assessment of problems and the provision of advice regarding right to know incidents.
• Periodically prepares standard written evaluations of subordinate employee work performance.
• Assigns staff to maintenance and repair projects; observes and inspects work to ensure workmanship, safety regulations, and relevant codes are followed.
• May be required to supervise other trades or private contractors as needed for both campus and community.
• Supervises confined space and respiratory protection program ensuring compliance with code rule 56 and OSHA regulations.
• Working knowledge of the methods, materials, tools and equipment used in the trade or trades to which assigned.
• Will be required to read and interpret plans, codes, diagrams, architectural blueprints and specifications.
• Candidate will be trained in the operation and maintenance procedures as related to Asbestos Containing Materials.
PREFERRED REQUIREMENTS:
• Working knowledge of safety standards and procedures.
• Ability to understand and carry out written and oral instructions.
• Will be required to train and supervise others.
• Will be required to plan and lay out work, develop time and material lists for projects assigned.
• Basic computer skills preferred
• Valid NYS driver’s License
