Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment or reassignment for NYSED employees, candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Research OR be reachable on the Civil Service eligible list for this title.

If there are fewer than 3 acceptors on the eligible list, a provisional appointment may be considered.
For provisional appointment, candidates must have a master’s degree AND five years of experience in research. Three years of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not qualifying).

Section 70.4 Transfer
To be eligible for transfer under Section 70.4 of the Civil Service Law, candidates must have standing on the Civil Service eligible list for this title and be a current New York State employee in a title allocated at Grade 24 or higher.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Associate in Education Research in the Office of State Assessment (OSA). This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. The incumbent of this position will conduct research to support the development of policies and implementation of regulations. The incumbent will also provide technical assistance to schools and school districts. Other duties of this position include, but are not limited to, the following:

• Coordinate field test and operational test data management and coordinate with Department staff on data requests;
• Assist Department program teams and educators in the field with test forms construction, item analysis, validity and reliability analysis, preparation of conversion charts, and cut score approval documents;
• Review work conducted by test contractors and provide feedback to OSA’s management;
• Ensure the appropriateness and psychometric quality of NYS Assessments;
• Work with contracted vendors in assessment related activities such as data exchange, file layout preparation, and data analysis;
• Propose and conduct policy and analytical assessment research studies and recommend changes to the NYS testing programs;
• Plan and carry out cooperative research with researchers in Department program offices;
• Prepare reports to aid in the development and determination of administrative policy in the Department and in local school systems for use by the Commissioner of Education, the Board of Regents, and members of the Legislature;
• Review assessment technical reports provided to the Department by contractors; and
• Research, prepare and present reports for the Department’s Technical Advisory Committee meetings on testing and education issues or topics for discussion and document recommendations.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit.
