Minimum Qualifications Reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher.

70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title.

70.4 Transfer:
Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.

Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.

Duties Description Oversee Payroll Change Management Activities
- Analyze impending change, their anticipated effect on staff and organizations and determine the most effective means of managing the change;
- Formulate the work steps, level of effort, resource requirements and timeline required for managing the change within the project schedule.
- Assist in the evaluation and selection of workflow tool.
- Assist in the development of a plan that provides a comprehensive organizational change management strategy including identifying and developing approaches and objectives to engage internal and external stakeholders to gain input, understanding and support of the Project.
- Prepare reports of change management activities and deviations from the change management plan.

Oversees the monitoring and execution of contracts
- Prepares cost/benefit analyses of goods and services and meets with vendors and contractors to discuss potential purchases.
- Approves purchases and requisitions, assigns approved expenditures to programs, and maintains records of purchases.
- Resolves problems with vendors.
- Maintain system for tracking and controlling all purchases, receipt of goods and services, and payments, including consultant billable hours.
- Acts as a control point for project spending and prepares monthly budget reports which identify appropriations, encumbrances and expenditures for the Project.
- Assists in drafting and monitoring annual spending plans and projections.
- Assists in the development of strategic long-term budget forecasts.
- Assists in monitoring the execution of contracts; identifying and reporting on contractor deficiencies; and administering contract closeout procedures.

Assist Business Analysts and Consultants in developing and managing information.
- Participate in related system development efforts as needed to provide input and document the development strategy. Participation typically involves attending meetings and documenting policy decisions, action items and deferred decisions.
- Create reports to support quality control and to provide management information. The candidate will generate ongoing routine reports as well as ad-hoc reports as needed.
- Assist in responding to internal and external inquiries for information as requested.
