Minimum Qualifications Eligible for a lateral transfer or eligible for a 52.6 transfer by having one year of permanent competitive service in an appropriate title;
OR
Candidates must be reachable on the current eligible list for the Supervising Hearing Officer in Brooklyn. Candidates who are currently on the eligible list for the Supervising Hearing Officer in Brooklyn need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.
Note: In addition, candidates must be law school graduates who are admitted to the New York State Bar and whose membership is in good standing. Please be sure to include in your resume or cover letter the specific Civil Service title which qualifies you for transfer under Section 52.6 of the Civil Service Law.
Duties Description Under the general direction of a Principal Hearing Officer, the Supervising Hearing Officer is responsible for the supervision of Hearing Officers. Duties may include, but are not limited to:
• Supervising a unit of Hearing Officers, offering guidance and training;
• Reviews and monitors decisions of all assigned Hearing Officers;
• Assists trainees with hearings, decisions and difficult appellants and their representatives;
• Advises Hearing Officers and trainees of amendments and changes in regulations;
• Consults with Hearing Officers and trainees with respect to Department policies, rules and regulations and current issues being heard at fair hearings and drafting of decisions;
• Ensures that Hearing Officers are current in their decision drafting, decisions are returned to the Hearing Officers for revisions and corrected draft decisions are promptly returned to the supervisor;
• Ensures that Hearing Officers are conducting hearings in a timely and professional manner by observing and critiquing hearings on a periodic basis;
• Develops and monitors training programs for all Hearing Officers and trainees;
• Handles complaints concerning assigned Hearing Officers or trainees from appellants, appellants’ representatives, agency representatives, and the public in general;
• Responds to inquiries of legislators, local agencies, appellants and their representatives;
• Drafts decisions, responds to correspondence and ensures compliance with fair hearing decisions;
• Holds hearings and drafts decisions as needed.
Additional Comments A full-time, contingent-permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
