Minimum Qualifications Permanent Qualifications:

Must be reachable on the current eligible list for Program Operations Specialist 3.

OR

Transfer Qualifications:

Candidate must be eligible for transfer under Section 52.6 and 70.1 of the Civil Service Law.

To be eligible to:

• Transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a qualifying title allocated to a grade 23 or higher.
• Transfer under Section 70.1, candidates must have one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The incumbent of this position will be responsible for, but not limited to, the following activities:

• Working collaboratively inter as well as intra agency with sister agencies and contractors implementing similar programs and systems.
• Coordination with other OPWDD divisions and sister state agencies to establish a coordinated process for continued contracting and oversight of an outside contractor for enrollment broker services.
• Assistance with integrated implementation of the comprehensive assessments (CAS), ensuring systems integration.
• Work with OPWDD to establish and organize systems support needed to handle enrollment and outreach functions in areas where FIDA-IDDs, PACE and other care coordination programs are (or as they become) operationalized.
• Serve as policy point person for DSRIP work in OPWDD.
• Provide policy or procedural input on legislative, regulatory, and monitoring activities affecting the OPWDD managed care programs. Research federal initiatives, analyzing impact on OPWDD programs, and develop recommendations for State response.
• Independently manage program and request for application (RFA) development if necessary, coordination of procurement process, coordination of application review teams, contract development, and execution and contract management.
• Supervision of assigned staff.
