Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year or more of permanent/contingent-permanent service as an Associate Health Planner, SG-23; OR one year or more of permanent/contingent-permanent service in a position allocated to SG-21 and above and eligible for transfer under Section 52.6 of Civil Service Law.
Provisional Promotional Candidates: New York State Department of Health employee with one year of permanent or contingent permanent competitive service as a Senior Health Planner.
Preferred Qualifications
Strong analytical, problem solving, written and verbal communication skills; Excellent organizational skills with the ability to multitask and effectively manage multiple priorities on deadline; Familiarity with health facility related data; Strong interpersonal skills with the ability to deal professionally with internal and external stakeholders; Ability to prepare and present projects, including scope and deliverables; Familiarity with Sharepoint; Proficient in use of Microsoft Access, statistical analysis systems (SAS) applications, or other database applications and resources to acquire, manipulate and analyze data; and Familiarity with Certificate of Need (CON) process and regulations.
Duties Description As an Associate Health Planner, under the direction of the Bureau of Public Need Review Director, responsibilities of the incumbent may include, but are not limited to the following: Review and make recommendations on Certificate of Need (CON) applications with regard to public need for proposed health care facilities and services as prescribed by need methodologies set forth in regulation; Gather and analyze data from the Department’s hospital discharge data, health care facility cost reports and other sources to determine trends in health care utilization that have a bearing on health planning and on longer-term changes in the health care system; Participate in the revision and creation of public need methodologies to reflect changes in medical technology and emergent trends in the organization and delivery of health care services; Assist in the development, planning, evaluation, quality assurance and regulation of the state's health care system; Serve on intra or inter-departmental planning committees and workgroups; Analyze health care resources, health personnel needs, usage patterns, quality of services, patterns of clinical care, and health needs of certain populations and communities; Analyze program requirements and data, and assist in developing program policy to attain the Department’s public health objectives; Prepare or edit, and finalize, correspondence and reports; Conduct research projects and investigative studies, compile and document data and information, and develop recommendations and reports related to certain issues; Assess the demographic and economic impact of proposed actions and supervise and train professional level State and/or contract staff.

Provisional candidate: Provisional pending examination, full-time. Must have applied and taken the NYS Civil Service Promotional Exam for this title, held on April 23, 2016.
