Minimum Qualifications G-18 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and two years of professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of professional research experience in the appropriate field.

Preferred Qualifications
Work experience or coursework in statistics, mathematics, health economics, epidemiology, health or public policy, health administration, or health services research. Professional experience with research and/or evaluation studies or projects including: data collection and analysis, database management, statistical analyses and presentation of research findings. Experience performing research and analyses with large administrative and/or clinical data sets and presenting research findings. Intermediate or better proficiency with SAS, SQL, and Microsoft Office. HTML experience is a plus. Excellent written and communication skills.

Duties Description The Research Scientist 2 will be assigned to the Division of Quality Measurement, in the New York State Department of Health's Office of Quality and Patient Safety. The incumbent will serve as a mid-level researcher under the direction of higher level research scientists to help the office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis.

The Research Scientist 2 will utilize several sources of data within the OQPS to contribute to and co-lead research studies and perform research and analyses to evaluate Medicaid and managed care quality, satisfaction and utilization; actively engage in presenting and reporting research and evaluation results, contribute to formulating healthcare policy recommendations based on the findings, and submit manuscripts for peer review publication; contribute to the planning, design, analysis and reporting of bureau research, through formal reports, consumer guides, and other materials for presentation of research findings; recommend and initiate research studies and analyses which will be used in evaluation and improvement initiatives and published as reports and articles.
