Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list OR eligible to transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidate may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.
52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year permanent competitive service in a 52.6 title allocated to salary grade 16 or above.
70.1 Transfer:
To be eligible for a 70.1 transfer, a candidate must have one year permanent competitive service in a 70.1 title allocated to salary grade 16 or above.
70.4 Transfer:
To be eligible for transfer under Section 70.4 to the Business System Analyst Trainee 1 title, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) eligible lists.
Duties Description • Assist with business process improvement projects.
• Assist in organizing and conducting business process improvement or Lean consulting engagements.
• Assist in creating process and value stream models to support the understanding of the “as-is” state and development of a “to-be” process.
• Assist eliciting requirements for IT projects.
• Assist with organizing and facilitating enterprise or division-specific requirements elicitation sessions for IT projects ensuring stakeholder needs are understood.
• Assist with the development of process, data, and object-oriented models to support the understanding of the business requirements.
• Serve as recording analyst at JAD sessions.
• Assist preparing written documentation as needed.
• Promote business analysis maturity.
• Assist in establishing and maintaining business analysis methodologies.
• Develop consistent approaches and best practices for business analysis.
• Promote the use of business analysis and business process improvement.
• Participate in business analysis training activities.
• Participate in the OSC Business Analysis Community of Practice.
• Assist with arrangements and maintenance of Lotus team rooms.
• Assist with IT governance committees including recording action items and outcomes.
• Continue professional development through attendance at meetings, professional seminars and webinars.
• Assist with a variety of administrative tasks related to the centralized business analysis office.
Additional Comments Knowledge, Skills and Abilities
- Business Analysis:
- Preferred – demonstrated experience in requirements gathering, analysis, modeling, communication, specification, and implementation
- Analytics: ability to perform the following effectively: creative thinking; decision making; problem solving; systems thinking
- Business: ability to understand the business environment and translate that into effective requirements
- Communications: ability to express oneself and communicate with others verbally and in writing; ability to transmit and receive information clearly and succinctly with respect to the intended audience
